Dr. Jahan Marcu

Dr. Jahan Marcu has over 15 years of experience in cannabis research, policy, and operations.  He has been a passionate advocate focused on consumer safety and the medical benefits of cannabis. He is among a select group of professionals globally that has earned a PhD focused on the endocannabinoid system (with research on the structure and function of cannabinoid receptors, molecular pharmacology of the endocannabinoid system, and the role of the ECS in bone).

He is the Chief Science Officer and co-founder of the International Research Center on Cannabis and Health, a community-based institute that collaborates with universities, researchers, foundations, state institutions, and others to leverage the highest caliber talent in the field.  Dr. Marcu was previously the Chief Science Officer, as well as a Director of Patient Focused Certification (a health and safety oversight program that assesses regulatory compliance at cannabis operations). 

He is also founder and past-chair of the Cannabis Chemistry Sub-division of the American Chemical Society, the world’s largest and oldest professional scientific society. 

Further illustrating the recognition earned through his efforts, he has been asked to serve on multiple expert government advisory and trade association committees, as well as scientific organizations including ASTM (chair), AHPA (past-chair), ACS, AOCS, AOAC, IACM(BOD), and the IMCPC (co-founder).

Dr. Marcu’s work has been instrumental to facilitating and supporting fact-based, scientific approaches vital to industry and patients.  This has included research focused on solving the structure and function of cannabinoid receptors, the anti-cancer properties of cannabis compounds, as well as method development and validation for analyzing complex formulations.  Furthermore, his efforts include the development of international certification and training programs, co-authoring American Herbal Pharmacopeia’s Cannabis Quality Control and Therapeutic Monographs, and assisting in the creation of the first standards for industry as chairman of the cannabis committee for the American Herbal Products Association (AHPA).  His dedication to consumer safety is further evident in his work to co-develop a biotech application to predict drug-drug interactions between cannabis and commonly prescribed pharmaceutical drugs (Navigator Genomics).  Additionally, Dr. Marcu published one of the first product safety study on CBD products.


Dr. Monica Taing

Pharmacist, Researcher, Clinical Cannabis Consultant Specialist

Professionally trained as a pharmacist, Dr. Monica Taing graduated from Northeastern University with a Doctor of Pharmacy (PharmD) degree where she completed Endocannabinoid Receptor System research. Dr. Taing serves as a Board Member and the Membership Director of Doctors for Cannabis Regulation (DFCR), the Director of Research and Clinical Education for Minorities for Medical Marijuana (M4MM), a Medical Science Liaison for 4Front Ventures, and as a clinical cannabis consultant specialist for hospital systems and academic medical institutions. 

Actively working to design and deliver fact-based clinical cannabis education for underserved patient populations and the healthcare community, Dr. Taing is a member of the International Society of Cannabis Pharmacists (ISCPh), American Society of Health-System Pharmacists (ASHP), and Society of Cannabis Clinicians (SCC). While engaging patients, caregivers, politicians, policymakers, and fellow medical professionals with data-driven outreach, Dr. Taing prioritizes educating on public safety and promoting harm reduction practices.


Philippe Lucas

VP, Global Patient Research & Access, Tilray

Philippe Lucas PhD(c) is Vice President, Global Patient Research & Access at Tilray (www.tilray.ca), a federally authorized medical cannabis production, research, and distribution company based in Nanaimo, BC; Vice-Chair of the Cannabis Canada Council; and a Graduate Researcher with the Canadian Institute for Substance Use Research. His scientific research includes the therapeutic use of cannabis in the treatment of mental health conditions and addiction, and he has been invited to provide expert testimony before the Canadian House of Commons, the Canadian Senate, and the BC Supreme Court.

Philippe has received a number of accolades and awards for his work, including the Queen Elizabeth II Diamond Jubilee Medal (2013) for his work and research on medical cannabis, and a Lifetime Achievement Award from the Cannabis Canada Council (2018).


Dr. Margaret Haney

Professor of Neurobiology (in Psychiatry), Columbia University

Dr. Margaret (Meg) Haney is a Professor of Neurobiology (in Psychiatry) at the Columbia University Medical Center, where she is the Director of the Cannabis Research Laboratory and Co-Director of the Substance Use Research Center. Her research focuses on human laboratory models of cannabis and cocaine use disorders and the assessment of novel pharmacologic and immunologic approaches to treat these disorders. Her particular interest is to define the factors that contribute to the daily use of drugs. Her publications to date have largely focused on: (1) the positive and negative reinforcing effects of cocaine and cannabis, (2) the effects of medications on cannabis and cocaine self-administration, (3) predictors of cannabis withdrawal and relapse, (4) the potential medical benefits of different cannabinoids, alone and in combination with opioid medications. 


She is an author on more than 140 articles in peer-reviewed journals and 11 book chapters, is an Associate Editor for Cannabis and Cannabinoid Research, an advisory editor for Psychopharmacology, a longstanding participant in NIH review groups, and is a fellow in the American College of Neuropsychopharmacology and recent past President of the College on Problems of Drug Dependence.

Fatima V. Afia, Esq.

Fatima Afia is an Associate at Hiller, PC -- a boutique firm in Midtown Manhattan -- where she has worked for the past three years, contributing to the firm’s most successful practice areas, including commercial and business litigation, cannabis law, land use and landmarks law matters, and disability insurance law. In addition, Fatima is an instrumental member of the legal team behind Washington v. Joseph A. Bondy

 Joseph A. Bondy is a criminal defense and cannabis business lawyer in Manhattan.
